On a side note, there is nothing wrong with scorching burst. Sure its not a pure controllers spell, but was one of the best at wills in the game before the new super at wills. There are spells that specifically say that they cause certain elemental effects (for example, Fireball specifically says that it "sets fire to combustibles") but Ray of Frost is not one of them.
